An enrolled citizen of the Tolowa Dee-ni’ Nation, Forest James grew up straddling the Oregon-California border, surrounded by the realities of reservation life. The limitations imposed by a lack of infrastructure were not just theoretical but deeply personal. He saw firsthand how the absence of broadband, clean water, and reliable energy hindered opportunities for education, healthcare, and economic development within Indigenous communities.
